Howard Stenn managed a multi-disciplinary team of professionals that developed specifications and procedures for implementing Washington State’s Post-Construction Soil Quality & Depth BMP. He also developed professional education about the BMP in venues including:

• Soils for Stormwater workshops for Puget Sound Action Team / Washington Organics Recycling Council.
• Post-Construction Soil Quality Workshop for International Erosion Control Association
• Technical assistance and training for King County DDES and City of Seattle DPD

Howard Stenn was lead trainer for Seattle’s Master Composter program for 22 years, and created the Natural Soil Building curricula and Resource Guide.

Howard also developed curricula and trained staff for many similar programs across the country, including:

• The US Composting Council’s National Backyard Composting Training Program Manual
• Texas Natural Resources Commission’s Backyard Composting Program Planning Guide
• King and Snohomish Counties’ Master Recycler / Composter Programs
